Use before meaningful Fleet visual or frontend work and whenever the owner is unhappy with a design or calls it ugly, generic, bland, template-like, or weak. Owns direction selection, implementation preflight, rendered craft review, and completion. Excludes copy-only edits, invisible refactors, accessibility corrections, and trivial deterministic CSS fixes.
